Data from an article in the Washington Post may provide answers to that question. The study ranked every county in the United States from best to worst.

The rankings used an index of six criteria correlated to scenery and climate. Researchers applied this “natural amenities index” against each county in the adjacent 48 states.

That means a total of 3,111 were in the study.

Sorry, data for Hawaii and Alaska was not included in the research.

No Surprise Here

Well, guess what? The top 10 counties, out of the 3,111 counties studied are in California. Ventura County CA ranked number 1. By the way, most of those counties are on – or just west of – the San Andreas fault line. Just saying it might be something to ponder??

The top 200 counties ranked as the best places to live in the US are on the west coast states and Southwest region of the US. Exceptions Are In Southern Florida and Wyoming

There isn’t a single county in the Midwest, northeast, east coast or southeast ranked in the top 200. Perhaps further validation of why people retire to the southwest region of the US.

How do the counties in Arizona rank? Please note, we live in Tucson AZ and believe it is a wonderful area of Arizona. There are 15 counties in Arizona. Of those, 12 ranked in the top 200 counties identified as the best places to live in the US.

Where is your top place to live in the US? The pattern of the results from the study are an indicator of what people view as a best place to live in US. There is likely no surprise that many Baby Boomers are moving from across the US to Arizona.

Most have lived and worked in the areas of the United States not in the top 200. After years of work, they look forward to more leisure time in one of the best places to live in the US. They want a place to enjoy a new lifestyle and purse their interests.

Two criteria not included in the study were cost of living and winter climate. These two criteria will influence any decision on the best place to live in America. And don’t forget about taxes. Arizona is considered one of the top ten low tax states in the US.

Thousands of U-Haul customers have spoken. Actually, they moved.

The data included over two million one-way U-Haul truck customer transactions in 2020 and 2021. Data showed people are moving to Texas, Florida, Tennessee, South Carolina and Arizona were the most sought-after states.

So there are a lot of people are moving to Arizona.

 

But from where?

U-Haul, a Phoenix-based company, has answered that burning question.

California remained the top state for out-migration, but its net loss of U-Haul trucks wasn’t as severe as in 2020. BUT this could due to the fact that U-Haul ran out of vehicles in 2021. They simpley could not meet customer demand for outbound equipment in California.

The top ten Arizona-bound, 2021 one-way U-Haul trucks originated …..that means people are moving from (in order):

  1. California
  2. Illinois
  3. New Jersey
  4. Massachusetts
  5. Maryland
  6. Oregon
  7. Louisiana
  8. Connecticut
  9. New York
  10. Pennsylvania

These U-Haul migration trends do not correlate to population or economic growth. But it is an effective gauge of states that are attracting and maintaining residents.

U-Haul’s extensive 50 state network makes them the authority on migration trends.

U-Haul has over 22,000 truck and trailer-sharing locations in the United States. This provides them a comprehensive look at where people are moving. There is no other organization able to do this.

Some of the top reasons Arizona is a go to destination include:

  • Beautiful weather nine months out of the year (Ok, Summers are hot, but you don’t have to shovel sunshine!)

Let’s start the new year of the Tucson Housing Market Pulse with new report formats from the Tucson Association of Realtors. The big change is that all home types are lumped together. Single-family, condos/townhomes and manufactured homes. Yes, its dumb, but that’s what they did.

Also, the focus of price reporting is on the median sales price of homes sold.

It’s a new reporting format on the same Tucson real estate market.

And here we go!

The January 2024 Tucson Housing Market Pulse shows the Median sales price for increased 8.0% from January 2023 and stands at $352,500. As for the average sales price, it increased 5.5% over January 2023. Remember, that’s for all homes sold – Single-family, condos/townhomes and manufactured homes.

Median, note Median, days on market was 26 for January 2024. That’s a drop of 6 days from the prior year.

One more thing, the ratio of sales price to list price was 97.98% for January 2024. Active listings at the end of January stood at 3,062. Single-family at 2,592, Townhouses at 164, Condominiums at 141 and Manufactured homes at 118.

If you are the type that adds up the details and checks it against the total, you will find details are 47 less than the total. Someone flunked math, I guess.

Mortgage Rates

The Bureau of labor reported the consumer price index increased 0.3% in January. On a 12-month basis, that came out to 3.1%, down from 3.4% in December.
Inflation remains a wildcard for the Fed and adjustments to the federal funds rates may have to wait. A quick review of mortgage rates has rates from 6.75% to 7.25%. Of course, credit scores and regional incentives would affect these rates.

Demand

January 2024 sales of 873 were the lowest (by 1 for November 2023 at 872) in the last 3 years. But median and average price were up 8.0% and 5.5% respectively. So, unit sales are down, but prices – year over year – are up. And the ratio of sale price to list price is at 97.93%

Interest rates may be slowing sales, but buyers are paying close to list for a Tucson home.

> Inventory Of Homes for Sale

New listings came in at 1,722 in January. An increase of 165 over the prior year. By the way, that is 10.6%. It is likely interest rates are keeping the “move up” buyers in their homes. Swapping a 3.25% mortgage rate for 7.0% on a more expensive home increases the caring cost a lot!

Prices continue to increase year over year as shown above the median sales price was up 8.0% year over year.

> The Bottom Line

Mortgage rates held in January 2024 and may not decrease during the 1st half of 2024 as had been suggested.

No change in the near-term outlook! Prices up and home inventory seeing some increases. Will some snowbirds put their home on the market as they head to their summer homes?

We will find out fairly soon.

It’s deja vu all over again on new construction. New home builders are steadily raising prices in response to demand with low resale inventory.  Most buyers are happy as well to get a new home and not need to remodel anything. New home builder incentives may also play a part in the new construction option.

One of the coveted segments of Tucson Real Estate that continues to be strong are historic home in and around the City of Tucson Arizona. A key part of the long realty comeback.

What is a historic Tucson home?

A historic Tucson home is considered to have been built prior to the 1950’s.

Why would an old home be sought after? The answer is simple. There aren’t many homes that can offer the location, charm, character, and craftsmanship of a historic Tucson home.

Homes in the El Presidio neighborhood date back to the mid to late 1800’s. Homes have the old west Adobe style and downtown location. El Presidio homes are unique and treasured.

Popular historic Tucson neighborhoods include El Encanto, Sam Hughes and Catalina Vista. Each of these areas offers a style of home unique to each neighborhood.

When looking for a historic Tucson home the neighborhood is everything. The more notable the historic Tucson neighborhood the higher the price. Also, the more constant the demand will be of the homes.

An example of this would be the historic Tucson neighborhood of El Encanto. El Encanto and its sister neighborhood of Colonia Solana are on Broadway. They are across the street from each other.

Similar homes in El Encanto sell for 10%-15% more than in Colonia Solana. Why the premium? Simply, the name and reputation of the historic Tucson neighborhood.

El Encanto was Tucson’s first “Luxury Housing development”. Business leaders and notable Tucson residents built their homes in the El Encanto. As it grew it became a Tucson status symbol to live in the El Encanto area.

At the same time, Colonia Solana was being built across the street. For what ever reasons, El Encanto remains the “old money neighborhood of Tucson” not Colonia Solana. That distinction increases the value of an El Encanto home.

The story is the same for other historic Tucson neighborhoods

Sam Hughes is a prime example. Tell anyone you own a home in Sam Hughes and they will likely know where you live. The Sam Hughes Neighborhood is well known and highly sought after.

If you are looking for a historic Tucson home and can pay the premium, look in the more well known historic Tucson neighborhoods. The premium you pay will be worth it.

Although it may not be important in the decision-making process there is another advantage in owning a historic Tucson home. A BIG break in your property taxes. Historic Tucson neighborhoods identified as “National Historical Districts” pay lower property taxes.

Reflections: Adapting to a Drier Future

On August 16, 2021, the United States Bureau of Reclamation announced a Tier 1 Shortage to go into effect on January 1, 2022.drier future

This declaration of cutbacks in water deliveries was in accordance with established Colorado River operating criteria.

Local, national, and international media have been covering the poor health of the Colorado River system for some time, with the shortage declaration bringing media interest to a crescendo.

Like many, I’ve spoken with reporters, who ask about who will be most impacted by the cutbacks in water deliveries.

The answer to this question is Central Arizona irrigators who have been utilizing “Ag Pool” water.

Central Arizona Project

Central Arizona Project (CAP) has lower priority than many other suppliers and users of Colorado River water, and Ag Pool deliveries are lowest priority within the CAP.

Tier 1 curtailments do not affect Municipal & Industrial (M&I) Priority or Indian Priority water. For the most part, Non-Indian Agricultural (NIA) Priority water deliveries are not impacted until a declaration of a Tier 2 Shortage.

As the block graphic shows, were we to experience a Tier 3 Shortage, all NIA water deliveries would be eliminated and even some M&I and Indian Priority deliveries would be reduced.

While it is true that water stored by the Arizona Water Banking Authority can be drawn upon to offset some cutbacks to high priority users within the CAP system, reduced water availability is always a concern, especially when the duration and severity of the poor Colorado River conditions are unknown.

It is this uncertainty that makes planning particularly difficult.

Colorado River

Whereas the sophisticated modeling of the Colorado River system supports projections of future river conditions, we just do not know when there might be a wet cycle – or if, as most expect, runoff conditions will continue to worsen. No one has that crystal ball for precisely predicting the future.

The system for allocating Colorado River water is complex in so many ways. It varies between the Upper Basin and the Lower Basin, and there are different systems for allocating water within a state. As discussed above, we need to look no farther than Arizona to drive home the latter point.

These details are important. I often hear it stated that Arizona has lower priority than California or that Arizona has lowest priority, but that’s not true for many Colorado River water users located in Western Arizona. In addition, the ability to lease water varies across users. Details matter.

Speaking Points

Following are some points I have made when speaking with the media.

We have been living beyond our means for some time. The “structural deficit” in water allocations to the Lower Basin States – Arizona, California, and Nevada – has been acknowledged.

Even if climate reverted to pre-2000 conditions, more water is allocated than average river flows can support. The allocations to the Upper Basin states – Colorado, New Mexico, Utah, and Wyoming – are based on percentages, as shown in the figure below.

Lake Mead’s large storage capacity has served as a savings account, but withdrawals or outflows have exceeded inflows or deposits. Over time, this practice leads to depletion of the savings.

Just how long of a period will depend, at least in part, on conditions that water users cannot control. For several years during the last decade, efforts were made to bolster deposits to prop up savings (Lake Mead’s water level) to avoid a Tier 1 Shortage.

But that was not enough. In fact, concerns that the system could “crash,” meaning Lake Mead’s level could fall below “dead pool,” were growing during the latter part of the last decade.

Seven Basin States

In 2019, the seven basin states and the federal government came to agreement on the Drought Contingency Plan (DCP) overlay to the 2007 Interim Shortage Sharing Guidelines.

Two years later, we find that DCP (Tier 0) cutbacks were not enough. Mother Nature has not been kind. I stated in one interview that Reclamation’s declaration “is a stark reminder that the over-allocation of the Colorado River system must be reckoned with.”

I have noted that there is not a widespread feeling of panic. Given CAP’s low priority and that water flows vary even in the best of times, we have prepared — Adapt for Future CAPparticularly by storing water underground. CAP water is not the sole source of water for many users, including Central Arizona farmers.

In 2019, Arizona adopted a DCP implementation plan with voluntary agreements to mitigate some of the negative impacts of reduced water deliveries.

However, we cannot deny that the situation is bad and has worsened sooner and faster than we thought it would. Rather than a “business as usual” mindset, adjustment – adaptation – is necessary.

Preparing

After so many years of reduced precipitation and runoff, 30-year rolling averages reflect the “new normal.” While we can hope for better-than-average flows, we need to prepare for worse-than-average conditions.

In terms of adjustments, all eyes are on Central Arizona agriculture. The options for farmers are known. The decisions of individual farmers and landowners will shape that sector’s future.

We already know of plans to increase reliance on groundwater and fallowing lands.

However, less is known at this time about planned investments in irrigation technologies that use less water and changes in cropping patterns.

On the municipal front, we can expect to have more visible and active discussions of community and utility drought plans. I hope we see some adjustments to how we design our communities and their houses and buildings.

Land planners, developers, and home builders can be leaders in showing transplants how to live in the desert and be good water stewards. Let’s inform people that many of our green spaces, including golf courses, are irrigated with reclaimed water.

As has been demonstrated during Arizona DCP discussions and basin-wide, the circumstances and role of Native Nations must be considered.

Adjustments

Many adjustments will be needed. The Tier 1 Shortage Declaration for 2022 is based on operating criteria developed in 2007. The regulations were deemed interim at the time of their adoption and are due to expire in five years.

Discussions on the next set of operating guidelines are already underway and will preoccupy the Colorado River Basin water community. Inclusivity and transparency are critical as we adapt to a drier future.

These are challenging times. Shortage is real. In the face of many uncertainties as to future conditions, to say it will be difficult to identify pathways forward is an understatement.

Yet, I am optimistic that we will adapt – because we must.

Stucco is and has been the traditional southwest home exterior for decades. It is durable, but needs regular maintenance and painting.

When properly maintained, stucco is an incredibly long-lasting finish for the outside of your home. Because there are no gaps in stucco finishes, your home may be better insulated and protected against water damage

However, if you are not properly taking care of your stucco home, you won’t get to reap these benefits. Painting stucco is a great way to refresh your home’s exterior and improve curb appeal. However, improper painting may flake or peel, ruining your hard work.

Tip 1: Consider UV Rays

Arizona gets a lot of sunshine. This is great for enjoying outdoor activities, but not so great for the longevity of exterior paints. Just like UV rays damage our skin, your home’s exterior paint is damaged by the bright sun over time.

Tip 2: Evaluate Flexibility

In June, July, and August, Tucson averages a high of 101. Home exteriors get the brunt of the heat, so you need paint that can withstand higher temperatures. 

Most materials, stucco included, expand when heated, so you need flexible paint if you want your stucco exterior to last. Stucco doesn’t expand as much as other materials, but it is also generally exposed to more heat. Acrylic latex paint is a great choice to avoid cracking and improve longevity.

Tip 3: Take Your Time

Painting your stucco home’s exterior is not a small job, so make sure that you budget enough time to do it right. 

Every exterior paint job needs to begin with a deep cleaning of your home’s exterior. For stucco, this means cleaning the exterior with a stiff-bristled broom or using a power washer.

Next, you will need to repair any cracks in your home’s stucco. If you don’t do these repairs before painting, your home will be more susceptible to water damage and your paint will be more likely to crack. 

Keep in mind that stucco caulking needs at least 7 days to cure before you can paint over it.

Now that you’re ready to paint, be sure to properly prime your stucco. Skipping any of these important steps ultimately means wasted time and money, so plan ahead so you aren’t rushing and skip steps to finish the project.

Pima County Property Tax

Pima County Property Taxes Are Paid in Arrears

Know When They Are Due

Pima County Property tax is levied on the basis of the assessed value of a property. The Pima County Assessor’s office will send a notice of full cash value for every property by March 1st.

The value is utilized to calculate the Pima County property tax for the following tax year. The Pima County Board of Supervisors sets the tax rates on the 3rd Monday in August. The rate is applied to the assessed value from the prior year to compute your taxes.

Once the tax roll is determined, Pima County mails tax statements in September. Statements are sent to the name and address that appears on the Assessment and Tax Roll established by the Assessor’s office.

The Pima County Property tax statement is for the entire year. The statement includes installment vouchers for the first half and second half-year amounts.

Tax Statement Information

The Pima County property tax statement shows both the due dates and the delinquency dates. While the law doesn’t require the Treasurer or Pima County to send tax notices they do. The only statutory requirement is to publish a Tax Due Notice in the local newspaper four weeks before the delinquency date.

Pima County Property Tax statements are delivered to taxpayers as a courtesy and as sound business practice.

Tax Deadlines

The deadline to make the first half taxes is October 1 and the delinquency date is November 1 at 5:00 p.m. The due date for the last half taxes is March 1 and the delinquency date is May 1 at 5:00 p.m. When you pay the full years taxes by December 31, interest due on any unpaid balance on the first half taxes is waived.

If a delinquency date falls on a weekend or legal holiday, taxes will become delinquent at 5:00 p.m. on a subsequent business day. When mailing your payment, be aware payments postmarked after that date are going to be deemed delinquent. The Pima County property tax payment will be applied as a partial payment including interest.

Any outstanding balance of tax due as of the delinquency date are subject to interest. The statutory interest rate is 16% per year simple (A.R.S. 42-18053(A). This means that interest will accrue at 1.333% each month, as of the first day of every month, on any outstanding balance of tax.

Partial payments can be made on current year taxes. Minimum payment is the highest of $10 or 10% of the tax due. If the total yearly tax due on your property is $100 or less, the entire amount of tax bill is due and payable by November 1st at 5:00 p.m.
