Property Tax Update Process

pima county assessor officeThe Pima County Assessor’s Office is responsible valuing real estate in Pima County. This includes both real and personal property.

The Pima County Assessor doesn’t create property’s values. Consumers do. Comsumers determine the value based on what they pay for a Tucson home.

Review Tucson Homes For Sale and Pima County Property Taxes

The Pima County Assessor has the obligation to analyze those transactions and appraise property. It determines the cash value of all property as of January 1 of the following year. The calculations used by the Pima County Assessor based on manuals and procedures dictated by the department of revenue.

The fact is, a prescribed “assessment year” isn’t a year at all. It is actually longer. Especially for Tucson home values. To review the year-specific valuation timelines go to the Pima County Assessor office website – Notice Information page.

It Takes Time

From the beginning of the data gathering to the mailing of tax bills takes roughly four and a half years. This timeline is set by Arizona Revised Statues and the Arizona Department of Revenue.

The majority of the Pima County Assessor’s effort is absorbed with the collection of sales affidavit data from Pima County Records. When Tucson homes are sold the transaction is filed with the Pima County Recorder. That data is used by the Pima County Assessor.

The Tucson home prices actually paid reflect the value of all the real estate in the area. Needless to say, market fluctuations cause values go up and down.

Usually, real property tends to appreciate in value. However, in a downturn, when the housing market and full cash values will drop.

When that happens, a constant question by home owners is why don’t full cash values on the valuation notice reflect current real estate prices?

Part of the answer is the length of the process. Two and a half years are required to collect sales data. Subsequently, 4 more months of analysis is done. After that, notices will be sent to homeowners.

Arizona is Unique

The State of Arizona is unique in that it uses two types of property values for Pima County property tax purposes. The Pima County Assessor must calculate both.

1) Full cash value is the value placed on the exact property by the Assessor.

2) Limited value is determined by applying a statutory formula for a specific tax year.

It is interesting to note that the calculation of the limited value may increase the limited value even though the full cash value decreases. The limited value rises each year until it equals the full cash value.

The assessed value derived from the limited value is the basis for computing primary taxes for the maintenance and operation of school districts, cities, community college districts, counties, and the state.

The assessed value derived from the full cash value is the basis for computing secondary taxes for bonds, budget overrides, and special districts, such as fire, flood control, and other limited purpose districts.

The Pima County Assessor office provides an appeals process for Pima County homeowners.

History Of Bisbee AZ

BiBisbee AZsbee AZ is located about 90 miles southeast of Tucson, AZ – MAP Bisbee sits in the Mule Mountains and is the county seat of Cochise County.

Founded in 1880, and named for Judge DeWitt Bisbee, a financial backer of the Copper Queen Mine.

At the turn of the 20th century, Bisbee AZ was a vibrant copper mining town of the Southwest frontier. Today, it is home to many retirees and artists.

The town of Bisbee has preserved many buildings and homes of its historic past. Hillside streets reminds one of European cities and their upper and lesser towns.

In the early 1900’s, Bisbee AZ was the largest city in the United States between St. Louis and San Francisco. At that time, Bisbee had a population of over 20,000.

During the early 1900’s, that Bisbee had the was a cultural center in the great Southwest.

In 1929, the county seat of Cochise County moved from Tombstone to Bisbee AZ. It still remains in Bisbee AZ, today.

Bisbee AZ provided residents a variety of recreational pursuits. The town had a community library, an opera house, the ball fields and golf course. Bisbee’s ball field and golf course were the first in Arizona.

The City was “the Queen of the Copper Camps”. The area became one of the richest mineral sites in the world. It produced almost 3 million ounces of gold.

Along with 4 million tons of copper, silver, lead and zinc.

A Brawling Culture

The cultural status and riches of Bisbee AZ, could not hide the rowdy mining camp that it was. One area of Bisbee AZ identified as Brewery Gulch, boasted 47 saloons. Needless to say, the saloons provided booze, gambling and “shady ladies”. The area was know as the “liveliest spot between El Paso and San Francisco”.

In 1908, a fire raged through Bisbee’s commercial district. The massive fire along Main Street left nothing but ashes. Residents immediately began reconstruction and most of the district was rebuilt by 1910. The rebuilt area on Main Street remains intact today.

When mining operations in Bisbee AZ became unprofitable in the mid 1970’s, mines closed. Employees and Bisbee Arizona residents left to find jobs and new lives. The departure of one group of residents created opportunities for others. Artists and free spirited individuals found Bisbee an ideal place to live.

To tell the story of its past, Bisbee AZ has established a large museum. One of exhibits presents how the residents created a town and made a living out of the rock of the Mule Mountains. The exhibit is “Bisbee: Urban Outpost on the Frontier”.

Copper Queen Hotel

Another historic structure in Bisbee AZ is the Copper Queen Hotel. It opened in 1902. The Copper Queen has been a place for travelers, business tycoons, crooks, gamblers, celebrities and tourists for over a 100 years.

The Copper Queen Hotel has great charm and hospitality. Some believe is its haunted.

People have reported ghosts of an elderly gentleman, a young boy and one of the town’s ladies of the night.

Guests seeing a ghost can add their experience in the ghost register. The ghost register is at the front desk and contains many entries.

1950 Movie In Bisbee AZ

The hotel became a movie star in the 1950’s and filmed at the Copper Queen Hotel.

Actors included Victor Mature, Richard Egan, Lee Marvin and Ernest Borgnine. As a side note, Lee Marvin had a home in Tucson AZ until his death in 1987.

The hotel continues as a prominent point of interest and over night stay for visitors to Bisbee AZ.

Vistoso Trails Nature Preserve – Oro Valley, AZ

The Reincarnation of The Golf Club at Vistoso

The Vistoso Trails Nature Preserve became a reality on July 15, 2022. It is the reincarnation of the Golf Club at Vistoso golf course.

The Tom Weiskopf-designed golf course opened in 1995. It held the distinction of being in the top 10 public courses in Arizona.

But rising water prices and the financial crisis of 2008 lead to a decline in play and doomed the operation.

The 18-hole desert course closed for good in 2018.

The evolution from golf course to nature preserve took three years of effort and $2 million. A stunning success for The Conservation Fund, Preserve Vistoso and Oro Valley citizens.

It is a venue to see the beauty of the Sonoran Desert, wildlife and artifacts of the Native Americans. who lived and hunted there.

Old cart paths provide a 6.2-mile trails through the property. Views of the Catalina and Tortolita mountains, desert vegetation, and wildlife abound.
