They also evaluate a borrower’s credit; good credit is vital to securing a home loan. Other factors, such as a steady employment history, go toward a lender’s decision on whether a prospective borrower is a good risk for a loan.

What is an appraisal in the eyes of a Tucson home buyer?

As part of the mortgage loan process, lenders need to know that the “value of a home” being purchased compares to the purchase price.

An appraisal establishes a home’s value for the lender. To ensure the creditability for lenders, appraisals are done by a state licensed appraiser. Appraisers will review the home against “comparable” homes sold in the local area or neighborhood and give their opinion of its value.

In a situation where there haven’t been any homes recently sold in your area, it may be appropriate to have an appraisal to validate your selling price.

What To Know About a Zillow Zestimate

Zillow ZestimateAs Shakespeare may have said in today’s Real Estate internet world; “To Zillow Zestimate or Not to Zillow Zestimate, that is the question.”

Zillow, the creator of the Zillow Zestimate, is a significant force in today’s real estate market. A major internet provider of information on Tucson homes for sale as well as every market across the United States.

Does Zillow provide a lot of information to home buyers and sellers – Absolutely! Is the information useful? That depends on what you are looking for. Are the Zillow Zestimates of home values accurate? Not very often!

In fact, a homeowner in Illinois has filed suit Zillow, claiming the company’s controversial Zestimate tool repeatedly undervalued her home. And that created a “tremendous roadblock” to its sale. The suit states Zestimates constitute “appraisals”. Read more on this – HERE.

Many people believe that Zillow and Realtors are using the same information. That is NOT True my friends, not true. Zillow obtains information from public records data. That means the data used for Zillow Zestimates may be from a few weeks to many months old. This suggests that a Zestimate may not accurately reflect the current state of any local real estate market.

Zillow actually discloses this on their website on a page entitled Zestimates. The information on Zillow Zestimate accuracy is WAAAAY down at the bottom of the page. Zillow states “the Zestimate’s accuracy depends on location and availability of data in an area.”

 Check the latest Zillow indication for their overall accuracy.

For Pima County – where Tucson, AZ is located – the variancy in actual sales prices is,

The Zillow Zestimate is within 20% of Sale Price 91.1% of the time

This is the percentage of transactions in a location for which the Zestimate was within 20% of the transaction price.Nationally, Zestimates are currently within 20% of the final sale price 91.1% of the time.

The Zillow Zestimate is within 10% of Sale Price 82.0% of the time:

This is the percentage of transactions in a location for which the Zestimate was within 10% of the transaction price.In the U.S. as a whole, Zestimates are currently within 10% of the final sale price 82.0% of the time.

The Zillow Zestimate is within 5% of Sale Price 63.0% of the time:

This is the percentage of transactions in a location for which the Zestimate was within 5% of the transaction price. Nationwide, Zestimates are currently within 5% of the final sale price 63.0% of the time.

What Does That Mean To You?

Let’s sell your home based on the Zillow Zestimate based on the highest level of accuracy – 91.1%.

As shown in the data above for a Zestimate is within 20% – YES 20% – of the final sales price only 91.1% of the time.

So what does that really mean? Simply, for a home worth $200,000, the Zillow Zestimate could be between $160.000 (20% below) to $240,000 (20% above) 83.1% of the time. That is a $40,000 range for low to high.

Unfortunately for users, the Zestimate isn’t a range, it is a single value. So how do you know?

To illustrate, say you want to sell that home worth $200,000 (If you haven’t talked with a local Realtor you won’t know that) to the friend of your neighbor. If the Zillow Zestimate is $165,000. Would you sell it?

Would the friend of the neighbor pay $230,000, if that was the Zillow Zestimate?

Therein lies the problem with Zillow Zestimates. The data is very suspect. As a colleague once said, “without good data, you are just another person with an opinion!” People don’t buy or sell homes on opinions.

They need or should want, reliable data from a reputable source – a Realtor in the local market.

To illustrate the accuracy of a Zillow Zestimate that is within 5% of the final sales price. Let’s travel on an airline from Chicago to San Diego. When you take off from Chicago and head west you will have a 38% chance of landing at a location that is within 5% of the distance to San Diego.

For the 2000 mile trip that means within 100 miles of Lindberg Field on the San Diego bay. Habla español? Can you swim?

A coin toss is a correct 50% of the time. So, a Zillow Zestimate within 10% accuracy is slightly better that a coin toss at 63.6%. The coin toss wins almost always time against a Zillow Zestimate having a value within 5% of the final price.

Where To Get Accurate Data?

As Tucson Realtors we receive our information from the Tucson Multiple Listing Service or Tucson MLS. In Tucson AZ, that data comes from the Tucson Association of Realtors MLS or TARMLS for short.

The TARMLS is updated every 15 minutes. That makes all listing very current and accurate.

All of the home search information on our website comes directly from the TARMLS system and is updated twice a day.

What About The Agents Shown On Zillow?

Zillow generates revenue by selling ads to real estate agents. The agents who pay to advertise are highlighted next to every Zillow home listing. The highlighted agents shown are not necessarily the listing agent.

They may not even know anything about the neighborhood where the listing comes from. They are paying to get your lead information.

The director of communication for Zillow makes the statement on the Zillow website, “So while you can email questions to those agents, you’re usually better off finding your own Real Estate Agent.

Direct questions and requests for showings to the local Realtor you have selected to work with you.”

Conclusion

Zillow is here and isn’t going to go away and neither are Zillow Zestimates. Zillow just purchased Trulia, another large real estate internet website, so their influence is going to increase even more.

However, Zillow Zestimate data isn’t going to be any more accurate unless it comes directly from local MLS services – ON a timely schedule.

Myth 1:

You must have a 20% down payment to consider buying a house in Arizona. That means a potential buyer will need thousands in available cash to start the home buying process.

Completely false. In today’s real estate market there are conventional loans with only a 3%  down payment.  The veterans administration home mortgage program for veterans covers 100% of the price. NO down payment is required.

Even in the middle of the mortgage calamity a 20% down payment was a norm. However, getting the 20% for the down payment was very flexible. Today, where the down payment comes from is more stringent. However, loan programs with lower down payments can be found.

Myth 2:

Only those with stellar credit score rating can get a home mortgages.

Not exactly. The last half dozen years have been rough in most areas of the U.S. High unemployment, financial crisis and the real estate collapse. People in many areas where adversely effected due to no fault of their own. Many lenders have instituted mortgage programs to help these “collateral damage” situations.

Credit score blemishes such as personal bankruptcy, short selling or home foreclosure may not prevent you from obtaining a mortgage. Even with a reduced down payment for example, 3.5% for an FHA loan.

One new FHA initiative is known as “Back to Work”.  This program reduces the time to be eligible for a new mortgage after a foreclosure or bankruptcy. Some mortgage applicants may only have to wait 1 year to apply for a new mortgage.

However, applicants will need to prove their past financial hardships had been caused by extenuating situations out of their control.

Myth 3:

Fixed rate mortgages are the only ones to have.

Not the case. The 30-year fixed rate mortgage is among the main myths regarding buying a house in Arizona. Even today, typical American household remains in their home for about 7 years. This has grown to 9+ years in some areas.

Generally, 30-year fixed rate mortgages will have higher interest rates compared to adjustable rate mortgages (ARMs). Home buyers need to take a close look at their plans for the new home.”

The MBA study in 2023 showed 9.5% of applications for home mortgages were for ARMs.  One of the highest levels since 2022.

So, do some homework with a mortgage lender to determine what is best for you.

Myth 4:

Eliminate the realtor, rep yourself and you can save the commission.

This is almost never true.

A realtor’s commission – 5 or 6 % in the majority of the country – is paid by the seller. NOT the BUYER. For most listing contracts the realtor agrees to “co-broke”. That means the agent will split their commission with the buyer’s agent.

The standard Tucson MLS listings agreement is for a specific commission percentage. Usually, around 5% to 6%, but it varies by region. The listing broker will offer to share a part of that to a “cooperating buyer’s agent”.

The buyer has no say in this, at least in theory. So, thinking the buyer can represent themselves and save money is not likely. Doing this also creates opportunities for other risks.

Myth 5:

Buying A Home Is Better Than Renting

Residential real estate has recovered from the “bust” of 2008 to 2010 and increased in value since then.

Will this trend continue for those buying a house in Arizona? Only time will tell.

Nevertheless, there are reasons why renting may be a better choice for many. It’s flexible. There’s almost no commitment. Should you want to move, you can. A new job in another part of the country, a romance gone bad or just the desire to live somewhere else. It doesn’t matter. When you rent it is usually easy and cheap to move on.

8 Things To Know BEFORE You Enter A New Home Builders Model Homes and Sales Office

It is important for you to understand

  1. You have the right to be represented by a Realtor when buying a new construction home.
  2. BUT your Realtor MUST be with you on your FIRST visit to the new home builder’s sales office and register you!
  3. You will NOT PAY MORE to have a Realtor represent you when buying a new construction home in Tucson, AZ.

If you don’t have a Realtor with you on your first visit – KNOW THIS

  1. The sales agent at the builder’s sales office works for the builder, NOT YOU!
  2. They will ask you to “register” when you come in – or shortly after.
  3. If you register, you are GIVING UP YOUR RIGHT to be represented by a Realtor at that builder’s site in the future.

Pima County Tax Assessor Sets Property Taxes

 Insights On Pima County Property Taxes

pima county tax assessor tucson azThe Pima County Tax Assessor is responsible valuing real estate in Pima County. This includes both real and personal property.

The Pima County Tax Assessor doesn’t create a property’s value. Home buyers do. Annual real estate transaction are used to estimate home values.

How Its Done

Each year all home sales data is collected by PIMA County. A homes “cash value” is determined using Multiple Regression Analysis (MRA).

The MRA is a mathematical technique that quantifies the relationship between two or more components of the data. For property tax purposes this is sales price and property characteristics. These data relationships are used to predict cash value.

Adjustments are make for amenities found in the marketplace. These include square footage, pools, garages, etc. Adjustments are applied to all properties in a fair and consistent manner.

The difference between sales price and cash value is approximately 20%. Meaning the cash value is approximately 80% of a homes re-sale price. But a home’s specific location will added or deducted value.

The Pima County Tax Assessor has the obligation to analyze all sales transactions. As Tucson homes are sold the transaction is filed with the Pima County Recorder. The Pima County Assessor then determines the cash value as of January 1 of the following year. Calculations used by the Pima County Tax Assessor are dictated by the Arizona Department of Revenue.

Tax Assessment Year

Property taxes are evaluated and reset each year. But the “assessment year” isn’t a year at all. It is actually longer. Specific valuation timelines are detailed on the Pima Country Tax Assessor website – Notice Information page.

From beginning to end the process takes roughly four and a half years. Timelines are governed by both Arizona Revised Statues and the Arizona Department of Revenue.

Much of the Pima County Tax Assessor’s time is incurred collecting sales affidavit data from Pima County Records.

Data for “home sold prices” reflects the value of all the real estate in an area. Usually, real property tends to appreciate in value. But when the housing market declines, full cash values will drop.

Drop – But How Fast?

A frequent question from home owners is why doesn’t the full cash values reflect the current real estate market? Answer? The length of the process. Two and a half years are required to collect the sales data.

Then 4 more months are required to analyze the date. After that, notices are sent to home owners.

The State of Arizona is unique in that it uses two types of property values for Pima County property tax purposes. The Pima County Tax Assessor must calculate both.

1) Full cash value is the value placed on the exact property by the Assessor.

2) Limited value is determined by applying a statutory formula for a specific tax year.

The limited value rises each year until it equals the full cash value.

The assessed value derived from the limited value and is the basis for computing primary taxes. Primary taxes fund the maintenance and operation of school districts, cities, community college districts, counties, and the state.

The assessed value is derived from the full cash value. It is the basis for computing secondary taxes. Secondary taxes are applied to bonds, budget overrides, and special districts, such as fire, flood control, and other limited purpose districts.
